New Ordinance Adoptions
 PARKING ORDINANCE
On February 17, 2015 the Hartford Selectboard adopted the “Town of Hartford, Parking Ordinance” under the authority granted by 24 V.S.A. §1971 and 19 V.S.A. §304. The purpose of this Ordinance is as follows:
Proposed edits/changes to the Vehicles & Traffic Ordinance are highlighted in red relating to the following:
1.      Article III, Specific Parking and Traffic Restrictions
2.      §220-16. White River Junction
A.    Parking is prohibited at all times on the following streets or parts of streets in the Village of White River Junction:

The Ordinance will become effective on April 17, 2015. A petition for a vote on the question of disapproving the ordinance must be signed by not less than five per cent of the qualified voters of the municipality, and presented to the legislative body or the clerk of the municipality by April 1, 2015.

 DOGS [AND WOLF HYBRID] ORDINANCE
On April 15, 2014 the Hartford Selectboard adopted the “Town of Hartford, Dogs [And Wolf Hybrids] Ordinance” under the authority granted by 24 V.S.A. §1971 and 19 V.S.A. §304. The purpose of this Ordinance is as follows:
Proposed edits/changes to the Dogs [And Wolf Hybrids] Ordinance are highlighted in in bold below:
 
§27-4   DISTURBANCES AND NUISANCES.
 
            The following are declared to be public nuisances punishable under this Ordinance, without intending limitation of availability of remedy of any party to pursue any action for private nuisance or damage to person or property.
 
A.    No dog shall run at large in the town of Hartford.

Proposed edits/changes to the Parks Ordinance are the following:
1.      Article II Definitions, Number  2
2.      Article IV No Person in a park shall:
·         Number  4, C relating to dogs
·         Number  6, A relating to hours of park operat
3.      Article V Behavior – No person in a park shall: Number 1 relating to no tobacco use.

PERSONNEL POLICY LANGUAGE AMENDMENT
On December 10, 2013 the Hartford Selectboard accepted the “Proposed Amendment to Personnel Policy Language” under the authority granted by 24 V.S.A. §1121 and §1122. The proposed amendment is as follows:
“Employees having a minimum of ten (10) years of continuous service to the Town of Hartford and who retire at the age of 55 or older, shall have their health insurance premium reimbursed through a Premium Reimbursement Arrangement in which the Town shall allow the amount of $550.00 per month for Single coverage and $1,100.00 per  month for 2-person/Family coverage to be reimbursed to the retiree until the retiree becomes Medicare eligible.”

ALARM ORDINANCE
On December 10, 2013 the Hartford Selectboard adopted the “Town of Hartford, Alarm Ordinance” under the authority granted by 24 V.S.A. §1971 and 19 V.S.A. §304. The purpose of this Ordinance is as follows:
“An increasing number of persons have installed individual alarm system which are connected to equipment in the Hartford Public Safety Communications Center. This has resulted in additional services being provided to such persons by the Police and Fire Departments. In order to continue to provide these services, the following regulations are hereby adopted to regulate alarms monitored by the Hartford Public Safety Communications Center.”

 LOCAL ENFORMCEMENT OF SPEED LIMIT ON STATE HIGHWAY
 Adopted by the Hartford Selectboard on October 15, 2013. The Ordinance may be viewed at the Town Manager’s Office and the Town Clerk’s Office at 171 Bridge Street in WRJ, the Department of Public Works at 173 Airport Road in WRJ, and the Bugbee Senior Center at 262 North Main St. in WRJ and on the Town’s Website at www.hartford-vt.org. Copies of the may be obtained in the Town Manager’s Office. The Ordinance will become effective on December 15, 2013. A petition for a vote on the question of disapproving the ordinance must be signed by not less than five per cent of the qualified voters of the municipality, and presented to the legislative body or the clerk of the municipality by December 10, 2013.
