Citizen Police Academy

 

The Hartford Police Department is pleased to announce the creation of a citizen police academy.  The program is a 9 week experience offered annually where citizens will be introduced to the operations of the Hartford Police Department and various aspects of police activities and the criminal justice system.  It will be offered as a 3 hour evening class, one night per week over the course of the academy.  It will include lectures, tours, and hands-on experiences from police department staff as well as other members of the criminal justice system.

The 2013 fall class begins Tuesday October 8 and is every Tuesday thereafter until December 3 from 6pm-9pm.

Course Curriculum:

Week 1  Introductions, organizational structure, job requirements, recruitment process

-Administration and staff introductions, citizen introductions, outline

Department staff will introduce themselves and their position.  An overview of the Citizen Police Academy will be presented and a detailed outline of all subject matter to be covered will be given to each participant. Participants will introduce themselves and explain their expectations or reasons for attending

-Requirements to become an officer, recruitment process, academy, FTO process

The recruiting, testing, hiring and training functions will be discussed, including minimum qualifications to be certified in Vermont.  There will be a review of the Full-Time Basic Training Academy, waiver process and the Field Training Program

-Breakdown of organizational structure and position responsibilities

Organizational structure of the department will be presented. Each position's function will be briefly discussed

Q&A session

The first week will conclude with a tour of police facilities.

Week 2 Patrol Operations

          -Patrol operations and duties will be defined and discussed in detail

Staffing and deployment will be discussed along with their general duties

Traffic enforcement to include demonstrations of radar, lidar and handheld radar; discuss VCVCs, written warnings and the judicial bureau process

Accident investigations

DUI investigations to include discussion and demonstrations on the field sobriety exercises and a mock processing

Week 3 Domestic Violence; Sexual Assault

          -Presentation on domestic violence

State statutes concerning domestic assault

The role of social service agencies and shelters will be discussed

Sexual assault investigations, protocols surrounding the investigations, CAC, SIU

Week 4 Detective Division; Communications

          -Dispatch will define and discuss their role and responsibility

          -Detective division will define and discuss their role and responsibility

Search and seizure, warrants

Crime scene investigation

Drug investigations, use of confidential informants

Death investigations       

Week 5 Use of force

          -Issues concerning the use of lethal and non-lethal force by police officers.

Control and restraint techniques, OC spray

Use of force continuum to be discussed

Dealing with mentally ill subjects

Week 6 Witnesses, Victims, Case follow through

          -Discuss the case process from investigation to adjudication

How to be an effective witness

What officers need to bring forth a case, evidence, etc.

Testimony and court procedures

Week 7 Dealing with juveniles, juvenile crime, SRO program

          -Discuss working with juveniles, the schools, current trends, etc.

SRO program will be discussed

Juvenile crimes and procedures

Week 8 Drug Awareness

          -Current drug trends will be discussed, prescription drug abuse, etc.

DRE presentation

Week 9 Community Policing, Graduation

          -Facets of community policing will be discussed

History of community policing and where we are today

Hartfords community policing program
