The Town of Hartford operates a Solid Waste/Recycling Transfer Center at the site of the former Town landfill at 2590 North Hartland Road that sits on about 19 acres of property. The facility also includes a Construction and Demolition (C&D) facility. The five villages in the Town of Hartford (Hartford, Quechee, White River Junction, Wilder and West Hartford) are eligible to use the facility. The facility is also used by the 10 towns who are members of the Greater Upper Valley Solid Waste Management District. Several towns from New Hampshire are allowed to use the construction and demolition area.
The entire facility is operated under enterprise fund accounting rules which means that the facility has to be sustained by user fees and permits. General fund tax dollars do not fund the facility.
The Town also provides residential curbside recycling. According to Northeast Waste who provides this service, http://www.casella.com residential curbside participation is about 50% when part time residential occupancy is factored in. The curbside program is supported by general fund taxes and administered by the Solid Waste staff.
Beneficial reuse opportunities exist on site at the transfer station beyond traditional recycling. The Town leases space to the Good Buy Store which is operated by SEVCA. SEVCA is a non-profit organization that takes in donations and resells them at a reduced price. This organization helps us reduce the amount of material being sent to the landfill by accepting clothing, shoes, furniture, and household items.
The Solid Waste complex houses an Education Building, Recycling Building, Scale House, HHW Building and the Administrative office. Staffing is provided by a supervisor, 2 full time attendants, an administrative secretary and 2 part time attendants.

Hazardous Waste Program
GUVSWD's hazardous waste programs are for both residents and small businesses. District residents can come to our HHW Collections at no charge. Businesses are charged direct costs only and must pre-register by calling the District in advance.
