Bid Title: Request for Proposals for Engineering Services to Replace Wilder Well #1

The new production well will replace the existing Wilder Well #1, an 18-inch x 24-inch gravel packed well constructed in 1955 with an approved yield of 1,000 gpm. The well’s original specific capacity of >200 gpm/ft has decreased over the past 60 years, and is currently about 40 gpm/ft. Well #1 has been periodically rehabilitated, and was lined with a 14-inch well screen in 2001 in response to concerns over the potential collapse of the original well screen. A borehole video survey of Well #1 in 2014 indicates the 18-inch casing is showing signs of wear, with several areas of spalling above the static level, and considerable corrosion and tuberculation of the well casing below the static level.

A hydrogeologic study has been performed and an observation well installed. The site chosen for the new production well is adjacent to the existing well, approximately 20 feet from the existing well. The project will include a new gravel pack production well equal to or greater than the existing Wilder Well #1, an addition to the existing building to incorporate the new well, piping to connect the new production well to the system and capping and abandoning the existing well. It is anticipated that a new pump and motor will be installed and the existing VFD, and electrical and SCADA components will be retained.

The selected engineering firm will identify and coordinate any subcontracted services that may be required for the design effort. All work is to be accomplished in accordance with State of Vermont Agency of Natural Resources regulations. The selected engineering firm will, with the assistance of the Town of Hartford, identify permits required and prepare permit applications and supporting documentation.

Services during construction will be limited to participation in a preconstruction meeting with the contractor and State and Town representatives, interpretation of plans and specifications during the construction work, a minimum mutually agreed upon number of site visits during each week of construction, a final inspection upon completion of the work, and the preparation of construction inspection reports.

If a resident project representative is not provided, the Consultant shall maintain continuous contact with the Town staff member assigned to the project. The Consultant will maintain proper record keeping and provide necessary project materials – electronic and paper as required. The Consultant will be expected to provide invoices that outline project task completion and provides a supporting narrative explaining the amount being billed. The Consultant will be expected to conduct regular phone and/or email correspondence with the town.

Design plans and specifications shall be developed to the 85% completion level and submitted to the Town and State agencies for review. Any permitting documentation required shall be submitted with the 85% plans and specifications.

All conditions required for permits or changes necessitated as a result of the state and town reviews will be included in the Final Plans submittal. The Consultant shall complete the Specifications and Special Provisions package. The Consultant shall complete an itemized construction cost estimate. The specifications shall include material testing and sampling requirements.

Deliver five (5) sets of specifications and full size 100% Contract plans to the Town for bidding purpose. The Consultant shall also deliver one set of half-sized plans (11” x 17”) to the Town, and applicable State or other permit agencies.

Special Requirements:
The Consultant shall submit contract plans and bid documents that consist of the originals of the Final Design Plans, a set of original prints with any revisions highlighted, all Special Provisions (project specific provisions or requirements), bid and contract forms, general conditions and technical specifications developed through Final Design and two copies of a final engineering estimate. The Consultant will assemble the bid documents originals for distribution by the Town. The Consultant also will provide electronic files for the project bid documents in Microsoft Word, Auto Cad format as well as in PDF format.

1. The Consultant, in coordination with Town staff shall be available to answer questions and to provide further clarification of their design and estimates during the processing of the project for advertising and the letting of the bid. Changes to the plans, estimate or any Special Provisions during this stage, if required, will be performed by the Consultant. The Consultant shall attend the pre-bid meeting.
2. Subsequent to the project's bid opening, the Consultant will develop a listing of the unit price bids for the project. The Consultant shall examine the unit bid prices of the apparent low bid for reasonable conformance with the final engineering estimate. This examination should assure that any large variations would not result in an advantage to the contractor with a corresponding disadvantage to the Town. The analysis, which should be in narrative format and contain a recommendation regarding the contract award, must be received by the Town within two working days of the Consultant's receipt of unit bid prices.
3. Upon notification by the Town that the construction contract has been awarded, the Consultant shall assign a Resident Construction Engineer for inspection service and be able to provide engineering services during construction.


If needed, the Consultant will present the project at all meetings, and make whatever changes are required as a result of these meetings. The Consultant may be required to attend additional meetings with Town officials and property owners, as circumstances require. For purposes of this proposal, the Consultant should plan to attend two (2) public meetings with the Town of Hartford. Design or construction meetings shall also be held with Town staff as necessary to complete the project.
