Closing Date/Time:

Miscellaneous:

Q: Is there an ideal timeline that the Town & School District would prefer for strategy and execution, or, a set of phases to occur (research, strategic recommendation, implementation)?
A: We are not prescribing a timetable for implementation. That should be a recommendation of the consultant.

Q: Are there particular towns across the US that Hartford is interested in comparing itself to/learning from?
A: There are no specific localities for identified for benchmarking.

Q: Will costs associated with project execution come out of the total amount awarded, or be incremental to the award?
A: The total cost proposal should include these expenses. They should specifically itemize as suggested in Section B of “Selection Process Overview.”

Q: Has the town invested stakeholders (small business owners, educators, town employees, etc) in the project in order to ensure data transparency and cooperation with project consultants?
A: The Town and School District will assure transparency and cooperation of their employees with the consultant, as they work under their respective Administrations. However, to the best of my knowledge, there has been no communication with specific business owners to prepare them to participate as stakeholders.

Q: In 2018, HCOREI, discussed having a bias reporting system where they would serve as a resource to the community, did this occur? Is HCOREI still looking to serve in this capacity?
A: We have no bias reporting system in place, nor does our HCOREI committee possess the expertise to design one. However, we are eager to learn and hope such a system will be an aspect of the proposal; something we can eventually integrate into the Town/School District/Committee process.

The funds of the Town can be divided into two categories: governmental funds and proprietary funds.

PROPOSAL REQUIREMENTS

Interested firms shall submit its proposal separated into two sections, the technical proposal and the cost proposal.
The purpose of the technical proposal is to demonstrate the qualifications, competence and capacity of the firms seeking to undertake the audit of the Town of Hartford in conformity with the requirements of this request for proposals. The technical proposal should demonstrate the qualifications of the firm and of the particular staff to be assigned to this engagement. It should also specify an audit approach that will meet the request for proposals requirements. The technical proposal shall provide the necessary information in the following sequence:

  • Background of the firm - the proposer should state the size of the firm, the size of the firm's governmental auditing staff, and the number and nature of the professional staff to be employed in this engagement. The firm is also required to submit a copy of the report on its most recent quality control review, along with a statement whether that quality control review included a review of specific government engagements.
  • Partner, supervisory and staff qualifications and experience - the proposer should identify the principal supervisory and management staff who would be assigned to the engagement. Provide information on the government auditing experience of each person.
  • Similar engagements with other government entities - The proposal shall include the five most significant engagements performed in the last five years that are similar to the engagement described in this request for proposals. Indicate the scope of the work, a sample and the name and telephone number of the client contact.
  • Specific audit approach - the proposal should set forth a plan of implementation, including an explanation of the audit methodology to be followed. The work plan should include a description of tasks, estimates of work effort, time budgets, and a detailed breakdown of responsibilities of all audit personnel
  • Onboarding Process and Timeline
  • Previous Auditor Communication Guidelines
  • Relationship Structure
  • Tax Increment Financing Reporting
  • The cost proposal should be structured as follows:
  • Total all-inclusive maximum price - the cost proposal should include a total all-inclusive maximum price for the engagement for the year ending June 30, 2017, and for each of the two subsequent engagement years for which the Town has the option of continuing in this contract.
  • Breakdown of costs by year by partner (principal), supervisory and staff level.
  • Out-of-pocket expenses included in the total all-inclusive maximum price and reimbursement rates.
  • Manner of payment - progress payments will be made on the basis of hours of work completed during the course of the engagement. Interim billing shall cover a period of not less than a calendar month.

EVALUATION CRITERIA

The audit firm will be selected based on two criteria, technical qualifications and price. The technical qualifications will examine each proposer's expertise and experience in providing quality audit services to government entities and the quality of the firm's professional personnel who would be conducting the audit, as well as the approach of the audit and the plan for implementation. Cost will not be the primary factor in the selection of an audit firm.

The Town desires to meet with each firm for a pre-proposal meeting during the week of June 5th through June 8, 2017.

Preliminary Design-Engineering Services for New Municipal Pool
Bid Title: Preliminary Design-Engineering Services for New Municipal Pool
Category: Parks & Recreation
Status: Closed

Description:

INTRODUCTION
The Town of Hartford, Vermont is requesting bids from qualified firms/contractors to complete a preliminary engineering study for the purpose of replacing the existing Sherman Manning Pool. An upgrade to the filter system was completed 5 years ago. An Engineering Firm was retained to provide a facility audit in 2018 to the Hartford Pool Committee and the Hartford Selectboard. The audit identified the need to replace the existing pool with a new pool on the existing site. A copy of the Pool Assessment may be downloaded by clicking here.

As part of the facility audit in 2018, a community outreach study occurred to determine what the community wanted for a proposed future facility. Weston & Sampson Engineers developed three different concepts based on public comment and feedback, that were reviewed by the Town Pool Committee. The Town Pool Committee narrowed their selection to two preliminary concepts that are identified as Option B and Option C. The amenities of each option are the same with the exception of a two pool design in Option C. The Pool Assessment Report provides a summary of the amenities and conceptual design. Option C may be downloaded by clicking here.

The goal for this next phase of the project is to determine the final layout of the facility, discover any unknown or future challenges with the existing site and provide preliminary design and engineering, and to present an accurate cost to construct a new pool on the existing site that can be taken confidently to the Selectboard for consideration of a future bond vote.

The facility shall be designed in accordance with Vermont Public Health and, ANSI – Public Swimming Pools (Latest Version), International Building Code, and any Vermont Building Code Amendments. Proposed concept of the project is to remove the existing pool, deck, fencing, and existing filter building, and install a new filter building, deck, fencing, pool and new entry based on the collaborative use of the field house and other supporting school facilities.

Option A may be downloaded by clicking here.

Option B may be downloaded by clicking here.

Request for Proposals for Engineering Services to Replace Wilder Well #1
Bid Number: 17.31
Bid Title: Request for Proposals for Engineering Services to Replace Wilder Well #1
Category: Planning and Development
Status: Closed

Description:

A. PROJECT OVERVIEW

The new production well will replace the existing Wilder Well #1, an 18-inch x 24-inch gravel packed well constructed in 1955 with an approved yield of 1,000 gpm. The well’s original specific capacity of >200 gpm/ft has decreased over the past 60 years, and is currently about 40 gpm/ft. Well #1 has been periodically rehabilitated, and was lined with a 14-inch well screen in 2001 in response to concerns over the potential collapse of the original well screen. A borehole video survey of Well #1 in 2014 indicates the 18-inch casing is showing signs of wear, with several areas of spalling above the static level, and considerable corrosion and tuberculation of the well casing below the static level.

A hydrogeologic study has been performed and an observation well installed. The site chosen for the new production well is adjacent to the existing well, approximately 20 feet from the existing well. The project will include a new gravel pack production well equal to or greater than the existing Wilder Well #1, an addition to the existing building to incorporate the new well, piping to connect the new production well to the system and capping and abandoning the existing well. It is anticipated that a new pump and motor will be installed and the existing VFD, and electrical and SCADA components will be retained.

The selected engineering firm will identify and coordinate any subcontracted services that may be required for the design effort. All work is to be accomplished in accordance with State of Vermont Agency of Natural Resources regulations. The selected engineering firm will, with the assistance of the Town of Hartford, identify permits required and prepare permit applications and supporting documentation.

Services during construction will be limited to participation in a preconstruction meeting with the contractor and State and Town representatives, interpretation of plans and specifications during the construction work, a minimum mutually agreed upon number of site visits during each week of construction, a final inspection upon completion of the work, and the preparation of construction inspection reports.

If a resident project representative is not provided, the Consultant shall maintain continuous contact with the Town staff member assigned to the project. The Consultant will maintain proper record keeping and provide necessary project materials – electronic and paper as required. The Consultant will be expected to provide invoices that outline project task completion and provides a supporting narrative explaining the amount being billed. The Consultant will be expected to conduct regular phone and/or email correspondence with the town.

Qualifications:

B. DEVELOPMENT OF THE PROJECT
Design plans and specifications shall be developed to the 85% completion level and submitted to the Town and State agencies for review. Any permitting documentation required shall be submitted with the 85% plans and specifications.

All conditions required for permits or changes necessitated as a result of the state and town reviews will be included in the Final Plans submittal. The Consultant shall complete the Specifications and Special Provisions package. The Consultant shall complete an itemized construction cost estimate. The specifications shall include material testing and sampling requirements.

Deliver five (5) sets of specifications and full size 100% Contract plans to the Town for bidding purpose. The Consultant shall also deliver one set of half-sized plans (11” x 17”) to the Town, and applicable State or other permit agencies.

Special Requirements:

C. CONTRACT PLANS
The Consultant shall submit contract plans and bid documents that consist of the originals of the Final Design Plans, a set of original prints with any revisions highlighted, all Special Provisions (project specific provisions or requirements), bid and contract forms, general conditions and technical specifications developed through Final Design and two copies of a final engineering estimate. The Consultant will assemble the bid documents originals for distribution by the Town. The Consultant also will provide electronic files for the project bid documents in Microsoft Word, Auto Cad format as well as in PDF format.

  • The Consultant, in coordination with Town staff shall be available to answer questions and to provide further clarification of their design and estimates during the processing of the project for advertising and the letting of the bid. Changes to the plans, estimate or any Special Provisions during this stage, if required, will be performed by the Consultant. The Consultant shall attend the pre-bid meeting.
  • Subsequent to the project's bid opening, the Consultant will develop a listing of the unit price bids for the project. The Consultant shall examine the unit bid prices of the apparent low bid for reasonable conformance with the final engineering estimate. This examination should assure that any large variations would not result in an advantage to the contractor with a corresponding disadvantage to the Town. The analysis, which should be in narrative format and contain a recommendation regarding the contract award, must be received by the Town within two working days of the Consultant's receipt of unit bid prices.
  • Upon notification by the Town that the construction contract has been awarded, the Consultant shall assign a Resident Construction Engineer for inspection service and be able to provide engineering services during construction.
Miscellaneous:

TOWN AND COMMUNITY MEETINGS

If needed, the Consultant will present the project at all meetings, and make whatever changes are required as a result of these meetings. The Consultant may be required to attend additional meetings with Town officials and property owners, as circumstances require. For purposes of this proposal, the Consultant should plan to attend two (2) public meetings with the Town of Hartford. Design or construction meetings shall also be held with Town staff as necessary to complete the project.
